Resolution: WHEREAS, the Board of Education of Springfield School District 186 reviews the minutes of the regular session and the executive session of the previous Board Meetings; and WHEREAS, copies of these sets of minutes were distributed to the Board in the board packet prior to this meeting; NOW THEREFORE BE IT RESOLVED that the Board of Education approves the aforementioned set of regular session and executive session minutes and directs the Secretary to include them in the official records of the Board of Education meetings.

Approval of an Agreement with United States Army Regarding a Junior Reserve Officers' Training Corps (JROTC) Program

Resolution: WHEREAS, the Mission of Springfield Public School District 186 includes to “develop in all students the knowledge, understanding, skills, and attributes to empower them to be life-long learners and citizens” and to provide a climate to this in “that promotes high expectations, strives to meet individual needs, and values diversity;” and WHEREAS, the U.S. Army Junior Reserve Officers’ Training Corps (JROTC) is one of the largest character development and citizenship programs for youth in the world and designs academic content and authentic learning experiences for all “Cadets” to collaborate, reflect, develop critical thinking skills, and integrate content within other disciplines; and WHEREAS, the JROTC curriculum is rigorous and relevant to 21st Century Education programming, meets requirements of the Common Core State Standards, aligns with Career and Technical Education clusters, and may be offered for graduation credit; and WHEREAS, the JROTC five Quality Indicators have been shown to be successful in addressing the following: attendance, graduation rate, student discipline, drop-out rate, and grade-point average; and WHEREAS, the Springfield Public School District 186 agrees to provide office space, classroom space, storage space, and “drill” space for Cadre use; NOW, THEREFORE, BE IT RESOLVED that the Superintendent’s designee is hereby authorized and directed to enter into an agreement with the Secretary of the Army’s designee whereby a JROTC program will be developed at each Southeast High School and Springfield Learning Academy prior to September 1, 2022, at a cost not to exceed $25,000; whereby a JROTC program will be developed at each Lanphier High School and Springfield High School prior to September 1, 2023, at a cost not to exceed $50,000 for each following year.

Approval of a Resolution to Amend the Fiscal Year 2022 Budget

Resolution: WHEREAS, a Board of Education may from time to time find it necessary to amend its budget; and WHEREAS, Section 17-1 of The School Code of Illinois provides for such amendments; and WHEREAS, the District has more accurate data because of the updating of certain information, which became available after the original budget was approved in September of 2021; NOW THEREFORE BE IT RESOLVED to amend the School District's Approved Budget for FY 2022; and BE IT FURTHER RESOLVED this Tentative Amended Budget be made available for public inspection in the School District's offices located at 1900 West Monroe Street, Springfield, Illinois, for a period of not less than thirty (30) days beginning the 20th day of May 2022; and BE IT FURTHER RESOLVED that the Secretary of the Board is directed to cause proper and legal notice of the availability of the Tentative Amended Budget for inspection to be published; and BE IT FURTHER RESOLVED that the public hearing on the Tentative Amended Budget be established for 6:30 p.m. on June 21, 2022; and BE IT FURTHER RESOLVED that at any time during this period of examination the Tentative Amended Budget that is on file might be further revised or amended.

Resolution: The Superintendent recommends adoption of the following resolution: WHEREAS, the Board of Education has previously approved a Bid from below listed contractors for locations listed below; and WHEREAS, the Architect for such project has recommended approval of a change order which complies with the applicable provisions of Chapters 122 and 38 of the Illinois Revised Statutes; and WHEREAS, sufficient funds exist to provide payment for the additional requested change in this contract; NOW THEREFORE BE IT RESOLVED that the Board of Education approves the following Change Order and directs the Superintendent to execute the necessary documents on behalf of the Board. Location: Grant Middle School Change Order: #9 Amount: $16,367.08 Contractor: Johnco Construction Existing conditions required the new beams and columns along the existing building to be moved requiring modification to the floor and roof joists.
