12.2 Approval of the Minutes of the Executive Session and the Regular Meeting of November 20, 2023 Action
  Resolution:
WHEREAS, the Board of Education of Springfield School District 186 reviews the minutes of the regular session and the executive session of the previous Board Meetings; and WHEREAS, copies of these sets of minutes were distributed to the Board in the board packet prior to this meeting; NOW THEREFORE BE IT RESOLVED that the Board of Education approves the aforementioned set of regular session and executive session minutes and directs the Secretary to include them in the official records of the Board of Education meetings.

12.5 Approval of an Agreement with LinkUp Teletherapy, inc. Action

  Resolution:
WHEREAS, District 186 desires services of LinkUp Teletherapy, Inc. for speech/language tele-therapy services; and WHEREAS, LinkUp Teletherapy, Inc. is appropriately qualified and able to provide assigned therapists to perform Speech Language Therapy services through tele-therapy in accordance with the students' Individualized Education Program (IEP) in conjunction with Springfield Public School District 186 staff members for the sole purpose of covering a speech/language pathologist's maternity leave; NOW THEREFORE BE IT RESOLVED that the Board of Education approves an agreement between Springfield Public School District 186 and LinkUp Teletherapy, Inc. for the time period of December 5, 2023, through February 29, 2024, at a contract rate of $2,295 weekly, pending final legal review.

The Superintendent recommends the adoption of the following resolution: BE IT RESOLVED by the Board of Education of Springfield School District No. 186, County of Sangamon, State of Illinois, that: 1. The amounts of money as set forth on the Certificate of Tax Levy attached hereto and made a part hereof shall be raised by special tax for the next ensuing year for the purpose set forth on said Certificate of Tax Levy. 2. The President and Secretary are hereby authorized and directed to sign such Certificate of Tax Levy and file such Certificate with the County Clerk of Sangamon County on or before the last Tuesday in December of this year.
 
13.3 Approval of a Resolution Regarding the Special Tax Levies Action
  Summary:
The levies for IMRF, Social Security/Medicare and Special Education are considered separately from the general levy according to The School Code of Illinois.
 
  Resolution:
The Superintendent recommends the adoption of the following resolution: BE IT RESOLVED by the Board of Education, Springfield School District No. 186, County of Sangamon, and State of Illinois, that for the next ensuing year, the County Clerk of Sangamon County is hereby authorized and directed to extend the following special taxes on behalf of Springfield School District No. 186: 1. The sum of $3,367,400 to be levied as a special tax for municipal retirement purposes, and 2. The sum of $3,591,936 to be levied as a special tax for social security/Medicare purposes, and 3. The sum of $3,586,382 to be levied as a special tax for special education purposes.
 
13.4 Approval of a Resolution Abating the 2023 Tax Levy for the District's General Obligation Bonds (Alternate Revenue Source), Series 2020C Action

The Superintendent recommends the resolution abating the 2023 tax levy for the General Obligation Alternate Revenue Bonds Series 2020C, as attached.
 
13.5 Approval of a Resolution Amending the Tax Levy for the Payment of the General Obligation Limited Tax School Bonds, Series 2022 of Springfield School District No. 186, Sangamon County, Illinois Action
  Summary:
The General Obligation Limited School Refunding Bonds, Series 2022 were structured to allow for annual growth in the Debt Service Extension Base (DSEB) based upon the CPI each year. The bond documents filed with the County Clerk in February 2022 assumed a CPI increase of 3%. Now that we know that the 2023 CPI is 6.5%, this resolution informs the County Clerk to extend taxes for the debt service payments for the 2024 tax year to capture the growth in the DSEB. This resolution is to be filed annually to adjust for the change in the CPI each year.
This resolution must be adopted by the Board and filed with the County Clerk no later than February 29, 2024.

13.6 Approval of a Resolution Regarding a Farm Lease Action
  Summary:
This resolution provides for a 1-year extension of the current farm lease with Carl & Michael Hermes.
 
  Resolution:
The Superintendent recommends adoption of the following resolution:

WHEREAS Springfield School District No. 186 is the owner of farm property on Koke Mill Road that is part of The South 61 acres of the North 122 acres of the Northwest Quarter of Section 12, Township 15 north, Range 6 West of the Third Principal Meridian; and

WHEREAS there are no immediate plans to construct school facilities or other improvements on approximately 40 acres thereof;

NOW THEREFORE BE IT RESOLVED that the Superintendent is hereby authorized and directed to enter into a Farm Lease of such unimproved property with Carl Hermes and Michael Hermes for a term commencing effective March 1, 2024, and ending February 28, 2025, at a cash rental rate of $240 per acre.
