Resolution: WHEREAS, the Mission of Springfield Public School District 186 includes to “develop in all students the knowledge, understanding, skills, and attributes to empower them to be life-long learners and citizens” and to provide a climate to this in “that promotes high expectations, strives to meet individual needs, and values diversity;” and

WHEREAS, the U.S. Army Junior Reserve Officers’ Training Corps (JROTC) is one of the largest character development and citizenship programs for youth in the world and designs academic content and authentic learning experiences for all “Cadets” to collaborate, reflect, develop critical thinking skills, and integrate content within other disciplines; and

WHEREAS, the JROTC curriculum is rigorous and relevant to 21st Century Education programming, meets requirements of the Common Core State Standards, aligns with Career and Technical Education clusters, and may be offered for graduation credit; and

WHEREAS, the JROTC five Quality Indicators have been shown to be successful in addressing the following: attendance, graduation rate, student discipline, drop-out rate, and grade-point average; and

WHEREAS, the Springfield Public School District 186 agrees to provide office space, classroom space, storage space, and “drill” space for Cadre use;

NOW, THEREFORE, BE IT RESOLVED that the Superintendent’s designee is hereby authorized and directed to enter into an agreement with the Secretary of the Army’s designee whereby a JROTC program will be developed at each Southeast High School and Springfield Learning Academy prior to September 1, 2022, at a cost not to exceed $25,000; whereby a JROTC program will be developed at each Lanphier High School and Springfield High School prior to September 1, 2023, at a cost not to exceed $50,000 for each following year.
